Below roughly 80 tons of cooling, the choice of system is fairly open. Above that — and a mid-size Caribbean resort clears it several times over — the options narrow quickly, and chilled water becomes the reference solution for one structural reason: it separates the machine from the room.
The refrigeration cycle stays in a central plant. What reaches the guest room is water, moving through a fan coil unit inside the ceiling. No refrigerant in occupied spaces, no dozens of condensers scattered across roofs and terraces, and a plant that can be serviced without entering a single guest room.
That architecture is why hotels keep specifying it. It is also why the purchase is harder than it looks: a chilled water system is not a product, it is a chain. Chiller, pumps, hydronic distribution, fan coil units, valves, controls and integration with the building management system. Break one link on an island 1,500 kilometres from the factory and the whole schedule waits.
Two projects with the same chiller and the same budget end in different places. The variable is the channel.
Where PST fits

That combination is the point. Buying the plant from one channel and the terminals from another is where most chilled-water projects lose time — two lead times, two warranty paths, two technical contacts, and a grey zone between them when something does not match. A single channel holding both removes that seam.
Chilled water is the specialisation, not the whole catalogue. A resort is never one system: the guest towers run on chilled water, the back of house and the staff building run on VRF, the offices and restaurants on light commercial splits and cassettes, and the laundry, gym or standalone annex on single package units. PST operates from Panama, which is a deliberate choice rather than an accident of geography. The Colón Free Zone is the largest free port in the Americas, built specifically to re-export merchandise across Latin America and the Caribbean (Colón Free Trade Zone), and the Port of Colón is the region's largest container hub (Ballast Markets).
It does not mean national warehouses on every island. No distributor holds full local inventory across the Caribbean, and any that claims to is overselling. What it means is that the lead time starts in the region instead of at the factory.
Consolidated services run weekly out of Panama with transit times of around four days to the most common Caribbean markets (Fulter), and Panama routings are the shortest for the western and southern Caribbean (Interworld Freight). The difference between equipment that must cross an ocean and equipment already in the region is usually the difference between a delay a schedule can absorb and one it cannot. The ten markets we cover
The pipeline behind this is real. The Caribbean recorded an estimated 35 million international stay-over arrivals in 2025, up 2.5% and about 900,000 visitors above 2024, with ADR at US$350.37 and RevPAR at US$223.12 (Caribbean Tourism Organization). Roughly 16,000 rooms sit in the pipeline through 2029, about 6% additional regional supply (BCQS 2026).
Dominican Republic
The largest hotel construction market in the region, with roughly 6,000 rooms under construction, about 7% of existing inventory. Punta Cana and the east coast concentrate large all-inclusive resorts — the exact profile where a central plant with several hundred fan coil units is the standard specification.
Jamaica
Montego Bay, Negril and Ocho Rios keep adding large-format resort capacity, and Jamaica is one of the two markets driving the regional increase in rooms under construction. Strong airlift and port access make consolidated shipments from Panama straightforward.
The Bahamas
Nassau, Paradise Island and the family islands, mixing large resort conversions with new luxury inventory. Long hydronic runs across multiple buildings are common here, which is where chilled water clearly beats distributed refrigerant systems.
Trinidad and Tobago
Less resort-driven and more commercial: hotels, office towers, retail and industrial facilities. The load profile is steadier and closer to full load year-round, which raises the value of plant efficiency and of controls that integrate properly with a BMS.
Barbados
A smaller inventory base with an upper-upscale pipeline — 249 rooms under construction as of April 2026, about 3.2% of inventory. Boutique and upper-upscale properties push hard on guest-room acoustics, which is a fan coil selection question before it is a chiller question.
Aruba
High occupancy, high electricity tariffs and a dry, saline coastal environment. The tariff structure alone justifies spending engineering time on plant efficiency and part-load behaviour rather than on first cost.
Curaçao
Willemstad and the resort corridor, with the same saline exposure and a Dutch-standard engineering tradition — documentation, commissioning records and warranty paperwork get scrutinised properly. That favours a channel with a real technical line to the factory.
Sint Maarten
A compact market with dense, high-value tourism inventory and the busiest airlift hub for the northeast Caribbean. Retrofit work dominates, and retrofits are where parts availability decides everything.
Saint Lucia
One of the markets showing significant percentage room growth from a smaller inventory base. Steep coastal topography makes plant location and hydronic head real design constraints, not afterthoughts.
Turks and Caicos
Along with Saint Lucia and the Cayman Islands, among the fastest-growing in percentage terms from a small base. Providenciales is adding ultra-luxury inventory where guest-room noise tolerance is effectively zero.
